US civil aviation regulator, the Federal Aviation Administration (FAA), has recommended $170,000 in civil penalties against Pemco World Air Services for its failure to conduct pre-employment drug tests in the case of two people recruited for safety-sensitive positions.

The FAA also charged Pemco with failure to conduct the necessary follow-up drug or alcohol testing on eight employees who were reinstated after completing return-to-duty training in 2008.

The FAA carried out inspections of Pemco’s pre-employment test programme three times, finding that the company had not complied with the testing requirements.

The FAA said that Pemco had failed to administer 24 mandated follow-up tests.

Separately, FAA has proposed a $1m civil penalty against San Antonio Aerospace (ST) for not administering pre-employment drug tests or waiting to verify negative drug test results prior to recruiting 90 people for safety-sensitive functions between 2007 and 2008.

ST Aerospace said it was disappointed with the FAA’s decision as it had “addressed the issues raised by the FAA way back in 2008”.
