Dublin Airport Authority (daa) has filed an application with Fingal County Council (FCC) to amend two conditions that will apply to the new North Runway operation and the overall runway arrangement at Dublin Airport after it starts operations.
While one condition currently has limited the use of North Runway between 11pm and 7am, another one has placed an overall limit of 65 aircraft movements across the airport during those hours.

daa stated that these two restrictions would considerably impact the airport’s operation, its key airline clients and the Irish economy completely.
In its planning application, daa has proposed to introduce noise quota system, which is the industry’s standard method for handling night-time noise at big airports.
Under the proposed quota system, North Runway would operate between 11.30pm and 6am.
The authority has also proposed that North Runway would only be used between 6am and midnight.

By GlobalDatadaa chief executive Dalton Philips said: “We had originally wanted to have these two onerous conditions removed entirely.
“But having engaged with the local community and listened to their views we have revised our previous position and are now proposing very significant mitigation measures.”
As per the new proposals, the impact of night-time noise at Dublin Airport do not exceed those in 2018 and are less than predicted under the planning permission approved in 2007.
In its application, daa has also suggested a new €7m insulation scheme for residences that are most affected by night-time noise.
According to the proposed scheme, owners of up to 350 eligible houses will be able to receive grants of €20,000.
The new 3.1km North Runway is being constructed almost 1.7km north of the airport’s present main runway.
Construction of the runway will be completed in the second quarter of next year, followed by a rigorous phase of commissioning and testing.
The runway is expected to begin operations in 2022.
