Headed by the Governor Andrey Travnikov, a delegation from Russia’s Novosibirsk Region attended Moscow’s eighth international forum ‘Russian Transport’, which involved discussion of Tolmachevo Airport and its development projects.

Within the opening session for the forum, Andrey Travnikov took part in a business breakfast meeting with Yevgeny Dietrich, Minister of Transport of the Russian Federation. During the meeting, among other things, they discussed Tolmachevo Airport’s public transport accessibility as the most important factor in the development of the international hub.

Andrey Travnikov mentioned again that the Novosibirsk Region has a formed ‘package’ of the investment legislation, which provides supporting measures and certain preferences.

“There are not many tools for investment support; we have to expand the set of such tools constantly. The experience with Tolmachevo shows that tax preferences and other supporting measures on the regional level are not the determinants for investors when taking a final investment decision.

“Yes, this is one of the obligatory options, investors look at the ‘packages’ and preference areas in the region, but market factors, clear development plans and long-term understanding of cooperation are the main determinants. Development of the related infrastructure, transport and logistics primarily, is among the most important factors that attract investors,” said the Head of the Novosibirsk Region.

A new terminal in Tolmachevo Airport is being constructed today in the format of public-private partnership and investment projects. Moreover, the reconstruction of the two runways is being planned. By 2022, the airport plans to increase passenger traffic up to ten million travellers a year.

The reconstruction of Tolmachevo Airport is carried out according to part 15 of the Decree of the President of Russia, Vladimir Putin, of 7 May 2018 No. 204 ‘Concerning National Purposes and Strategic Aims of the Development of the Russian Federation until 2024’.

The development of Tolmachevo Airport is one of the main stages in the preparation of Novosibirsk to Ice Hockey World Junior Championship 2023.
