The Manila International Airport Authority (MIAA), the Civil Aeronautics Board (CAB), and the Civil Aviation Authority of the Philippines (CAAP) have signed a memorandum of agreement to maximise flights from Ninoy Aquino International Airport (NAIA).
The agreement lays down the foundation for the next aviation authorities to ensure that slot allocations for flights are maximised and are actually flown.
According to the agreement, misuse of slots will be subject to sanctions, including the termination of operations or forfeiture of acquired slots.
In addition, airlines could face fines or a lower level of priority when requesting slots in the future.
Misuse includes holding slots that an airline does not intend to operate, the intentional operation of a flight at a significantly different time from its approved schedule, and running flights without a slot.
CAB executive director Carmelo Arcilla explains that the agreement requires airlines to use their slot or face the risk of losing it.
Arcilla said: "We want to make sure that slots are available for any airline which intends to use the airport."
In 2015, a daily average of 684 flight movements was recorded at the NAIA out of 880 available allocations.
CAAP Director General William Hotchkiss III said: "We are also able to address the concern of flight delay by means of this agreement as we dedicate each and every slot to registered flights.
"Removing those not cleared to fly allows us to follow a day’s official schedule to the second."
The agreement also covers registering procedures for acquiring a slot at the NAIA.
An authorisation from the three agencies is mandatory before airlines can operate with the CAB.
MIAA general manager Jose Angel Honrado said: "The direction of the authorities remains clear despite any change in management.
"This agreement will provide the framework for the next administration in working towards passenger convenience and global standards in airport operations – the same goals we held to these past years."
