Panama selects Thales to build new ATC centre

Thales has been selected by the Civil Aviation Authority of Panama (AAC) to deliver its TopSky ATC en-route and approach management platforms.

The delivery follows the contract signed in November 2011, which includes the provision of TopSky-ATC, as well as its related TopSky-Simulator, a latest aeronautical message handling system (AMHS) and the Thales aeronautical information management system (AIM).

Thales said that the simulator will be used to train the Panamenian air traffic control officers, while AMHS and AIM will enable AAC to enhance supervision and editing of its aeronautical information publication (AIP) electronically.

The contract also includes construction of a new 3,300m² building to house the systems, which will be developed by the company’s local partner Sofratesa de Panama.

According to the company, the ATC system will meet the requirements of new International Civil Aviation Organisation (ICAO) FlightPlan 2012 format, which was a basic requirement.

TopSky-ATC will feature a situation display, conventional radars, ADS-B and wide-area multilateration, which will offer 4D trajectories of aircrafts, as well as all flight evolutions and controller clearances.

TopSky ATC will also feature HMI and controller tools compliant to the requirements of Single European Sky ATM Research (SESAR) and NextGen platforms.

Thales said that the installation of the new solution along with the fully operational ATC building is expected to be completed by summer 2013.
