The Japanese Government is taking major steps to upgrade Tokyo Haneda Airport's status from a domestic airport to an international one.

The government felt the need for Tokyo to have its own 24-hour international hub as many regional passengers use South Korea's Incheon Airport for international travel.

The airport's fourth runway, due to be complete by October 2010, was another precursor for the government's decision to cater to growing passenger traffic.
