Airport Consulting Vienna’s (ACV) client INVEPAR has won the biggest airport in Brazil, in an auction held on 6 February 2012. The consortium, led by INVEPAR and South African airport operator ACSA, has won the contract to overhaul Sao Paulo’s Guarulhos International Airport with a R$16.2bn (€7.17bn) bid – an amount which is five times the minimum value set by the Brazilian Government.

ACV took the lead in providing airport know-how in INVEPAR’s consulting team. It advised INVEPAR in the bids for the three airports; Guarulhos, Viracopos and Brasilia. Besides rendering general strategic advice, ACV was responsible for functional planning, non-aeronautical business forecasts, OPEX planning, traffic forecasts and CAPEX reviews.

INVEPAR, a leading Brazilian infrastructure fund headquartered in Rio de Janeiro, is already involved in projects such as the Metro Rio and several highway concessions. Now, INVEPAR will also hold a 51% stake in Brazil’s busiest airport. Together with ACSA, it will build and operate the new terminals alongside Infraero, the state agency and current operator. Infraero will retain 49% in each airport. The concession will run for a period of 20 years.

With this concession award, the Brazilian Government has raised R$24.5bn (€10.8bn) to speed up investments in the run up to the 2014 World Cup and 2016 Olympic Games.
