The Port Authority of New York and New Jersey, US, is considering a $148m plan to rehabilitate the two runways at Stewart International Airport.
Planning work for the runway improvement project is expected to cost $2.5m.
The expansion includes upgrading runway electrical systems to bring them up to current FAA standards.
Once approved, construction work will begin by late 2012.
