Our services range through all levels of management, operations, communications systems, training, regulatory/legal aspects and policy issues and are such that we can undertake requirements for the smallest airfield to negotiations at the highest levels. SAL provides expert witnesses for legal investigations, expertise for operational requirement definition, engineers for system specifications, tender evaluation and project management covering radar, communications and navigation aids, site management for radar and navigation aid installation, teams for studies and production of development plans. Their various backgrounds include state civil aviation organisations, commercial ATC service companies, military aviation, airlines and industry. A number of individuals have also served with the ICAO in developing areas. The permanent management team has extensive experience in the civilian and military air traffic control fields and includes specialists in radar operations and policy, en-route and airfield operations, data distribution and display systems together with advanced HMI applications and ATC engineering requirements. SAL offers a broad ranging expertise attuned to the client’s needs and provides a full spectrum of development services from first conception to operational implementation. This service can also include assistance in redesigning procedures, airspace and training courses. AVIATION DOCUMENTATIONSAL has produced and audited a wide range of aviation-related documentation. This has included drafting operational and technical specifications, preparing invitations to tender, review of master plans for airfield developments, audit of airspace structures and the production of aeronautical information publications. The principal areas have been master plans for new airfields in the UK, Norway, the Middle and Far East and Central America. EUROPEAN COMMISSIONSAL has provided technical assistance under the TACIS programme to determine requirements for the development of ATC and air navigation within the CIS. These tasks ranged from determining total needs to providing terms of reference for the envisaged projects. AIRPORT AND AVIATION SECURITYThrough a specialist group, SAL undertakes airfield and aviation security studies. ICAO and UK Ministry of Defence standards are applied throughout the analysis of airport security tasks. AIRSIDE PLANNINGAirside planning of over fifty airports provides the basis for SAL’s ongoing expertise. Special consideration in addition to the normal issues of traffic flow is given to environmental issues such as bird and noise control. LEGAL, PLANNING AND INSURANCE INVESTIGATIONSSAL has provided expert witnesses for a range of legal planning and insurance situations. Expert opinion in local authority planning cases, for example, to establish a small private airfield; for helicopter traffic studies over London and the risk assessment of establishing a motorway service station adjacent to an active airfield. DISPLAYSSAL has specialists in the field of the Human Machine Interface able to provide advice for both Civil and Military applications. SAL is currently developing Head Up Displays for control towers and advanced windowing systems.
